No Hezbollah In Our Hemisphere Act
Summary
H.R. 3315 would authorize the U.S. government to impose visa sanctions on countries in Latin America that serve as sanctuaries for Hezbollah. The bill would require the Secretary of State to assess whether any Latin American country, region, or jurisdiction meets the definition of a terrorist sanctuary based on factors including whether Hezbollah operates freely, raises funds, recruits members, or obtains safe haven there, and whether host governments have knowingly tolerated or failed to address terrorist activities.
If enacted, the bill would direct the State Department to work with international allies to combat Hezbollah's presence in the Western Hemisphere. The bill reflects concerns that Hezbollah has increasingly focused on infiltrating criminal networks, money laundering, and smuggling operations in Latin America. The legislation would also encourage Latin American governments to designate Hezbollah as a terrorist organization and provide them with legislative tools to investigate terrorist financing.
Currently, the bill is under consideration by the House Judiciary Committee and the House Foreign Affairs Committee. It has not yet been voted on by the full House. If passed and signed into law, it would give the executive branch authority to restrict travel and visa access for individuals and entities connected to countries identified as Hezbollah sanctuaries.
