To amend title X of the Energy Policy Act of 1992, and for other purposes.

Amends the Energy Policy Act of 1992 to increase: (1) reimbursement payments made to active thorium site licensees for off-site disposal under the remedial action program, subject to specified limits each fiscal year through FY 2007; and (2) the authorization of appropriations for the remedial action program.

Amends the Atomic Energy Act of 1954 to: (1) increase the amount in the Uranium Enrichment Decontamination and Decommissioning Fund (adjusted for inflation beginning on the date of enactment of the Energy Policy Act of 1992); and (2) authorize the Secretary of Energy to expend funds to maintain enrichment capability (cold standby) at the Portsmouth, Ohio, Gaseous Diffusion Plant.

Directs the Comptroller General to: (1) audit the Fund and report the results to Congress, including an assessment as to whether the current Fund authorization is sufficient to implement anticipated decontamination, decommissioning, and remedial action activities; and (2) address specifically whether deposits are sufficient to pay for specified decontamination, decommissioning, and remedial action costs.
