To direct the Consumer Product Safety Commission to issue rules that set safety standards for marine internal combustion engines, including in regard to the emissions of toxic fumes, and for other purposes.

Amends the Consumer Product Safety Act to include a marine internal combustion engine within the term "consumer product." Directs the Consumer Product Safety Commission to set safety standards for such engines according to prescribed guidelines.

Transfers from the Coast Guard to the Commission the regulation of marine internal combustion engines.
