Summary
Empowering Local First Responders To Fight Terrorism Act of 2001 - Authorizes the Attorney General to make grants to States, local and Indian tribal governments, and other entities, including private entities, to combat terrorism and provide homeland defense. Permits such grants to be used to hire laid off and new first responders, including former military personnel, training, and to procure equipment and systems, as specified.
Authorizes the Attorney General to provide technical assistance, including the development of a flexible model for policing and response strategies and the establishment of training centers.
Sets forth authorized uses of, and limitations on, such grant funds, including allocation, matching, waivers, renewal, hiring, evaluation, revocation, suspension, and audit.
