Ensuring Congressional Security and Continuity Act - Requires the National Institute of Standards and Technology to investigate and report to Congress on the feasibility and costs of: (1) implementing a secure system for remote voting and communication for Members of Congress; and (2) establishing a system to ensure business continuity when Members cannot access their offices in Washington, D.C.
