To transfer to the State of California certain Federal land in Yolo and Solano Counties, California, to provide for the establishment of a wildlife area on that land, and for other purposes.

This bill would transfer federal land in Yolo and Solano Counties, specifically Prospect Island and the Little Holland Tract, to the State of California to create a new wildlife area. To receive the land, the state must prioritize flood control as the area's primary purpose to protect nearby residents and property from rising waters. The bill also requires the state to work with a local advisory board on a management plan and prohibits the acquisition of new water rights in the Sacramento River Watershed without approval from the affected counties.
