Summary
Restoring Justice to the Victims of Terrorism Act - Establishes that the assets, thought to be those of terrorists, frozen pursuant to the President's Executive Order of September 23, 2001, or pursuant to subsequent Executive Orders dealing with the terrorist attacks of September 11, 2001, be kept in a separate account in the Treasury. Authorizes the President to distribute the funds to the victims and surviving family members of victims of the terrorist attacks in New York, Pennsylvania, and Virginia on September 11, 2001, the United Way and the New York Community Trust September 11th fund, the American Red Cross, the Twin Towers Orphans' Fund, and the Twin Towers Fund.
