To amend title 40, United States Code, to designate certain counties and a city as part of the Appalachian region.

Amends Federal provisions concerning Appalachian regional development to revise the definition of "Appalachian region" to include: (1) cities located within listed counties; and (2) Franklin, Henry, and Patrick Counties and the City of Martinsville in Virginia.
