To provide that adjustments in rates of pay for Members of Congress may not exceed any cost-of-living increases in benefits under title II of the Social Security Act.

Amends the Legislative Reorganization Act of 1946 to prohibit adjustments in the pay rates for Members of Congress from exceeding any cost-of-living increases in benefits under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act.
