Summary
Solid Waste Compact Act - Amends the Solid Waste Disposal Act to allow states with approved state solid waste management plans to prohibit the importation of solid waste from outside the state.
Directs the Administrator of the Environmental Protection Agency (EPA) to identify alternative solid waste disposal methods and establish and publish technical guidance regarding their implementation.
