To provide farm debt and program relief to African-American farmers who suffered discrimination in the administration of Department of Agriculture farm credit programs and other agriculture programs, and for other purposes.

This bill, introduced in 2005, seeks to provide financial relief to African-American farmers who experienced discrimination while participating in Department of Agriculture (USDA) programs between 1981 and 1996. If enacted, the legislation would cancel all outstanding federal farm operating debt for eligible farmers who did not receive relief through previous legal settlements, such as the Pigford v. Glickman class-action lawsuit. Additionally, the bill would require the government to provide these farmers with the minimum cash payments established by those prior settlements to compensate for past losses and systemic barriers to credit.
