Defense Budget Restoration Act - Authorizes the appropriation of $10 billion for the Department of Defense for FY 2003 to prosecute the war on terrorism. Allocates such funds among the following accounts within the service branches: (1) procurement; (2) research, development, test, and evaluation; (3) military personnel; (4) operation and maintenance; and (5) military construction.
