To increase the insurance limitations on Federal insurance for bonds issued by the designated bonding authority for Historically Black Colleges and Universities capital financing.

Amends the Higher Education Act of 1965 to increase the amount of the outstanding principal and interest on capital financing bonds for historically Black colleges and universities that may be federally insured.
