To amend title 5, United States Code, to exclude Members of Congress from the Federal employees health benefits program, and for other purposes.

Excludes Members of Congress (including the Vice President and any member of the Senate or the House of Representatives) from the federal employees health benefits (FEHB) program.

Authorizes payment or reimbursement of expenses for the cost of health benefits for Members of Congress and eligible family members on vouchers approved and signed by the Clerk of the House or the Secretary of the Senate, as the case may be.
