Protecting the Dignity of Unborn Children Act of 2023

H.R. 428, the Protecting the Dignity of Unborn Children Act of 2023, would establish federal criminal penalties for the disposal of fetal remains in landfills or navigable waters of the United States. Under this legislation, the reckless abandonment or disposal of remains resulting from an abortion would be punishable by fines, up to three years in prison, or both. The bill specifically defines fetal remains as any part of a deceased human fetus following an abortion, excluding remains that have been cremated.
