Downwinder Commemoration Act of 2025

The Downwinder Commemoration Act of 2025 proposes to officially recognize the New Mexico communities, known as "downwinders," who suffered health consequences from radioactive fallout following the 1945 Trinity Test. The bill would direct the Secretaries of the Army, Air Force, and Interior to obtain and install commemorative plaques at White Sands Missile Range and Holloman Air Force Base. These markers would be placed in areas accessible to the public to ensure the history and suffering of these residents are permanently acknowledged.

If enacted, the bill aims to provide long-overdue symbolic recognition to families who lived near the world’s first nuclear detonation site. While separate legislation has addressed financial compensation for these communities, this specific proposal focuses on preserving their legacy through physical memorials on federal land. By requiring coordination between the Department of Defense and the Department of the Interior, the bill seeks to ensure that the impact of early nuclear testing on local citizens is integrated into the historical record of these military installations.
