To provide for the reinstatement of a license for a certain Federal Energy Regulatory project.

Directs the Federal Energy Regulatory Commission (FERC), upon the request of the licensee for the project numbered 7307, to extend the time required for commencement of construction of the project until December 31, 2007.

Provides for reinstatement of an expired license.
