Making appropriations for military construction and family housing for the Department of Defense for the fiscal year ending September 30, 2005, and for other purposes.

Appropriates funds for FY 2005 for: (1) military construction for the Army, Navy, Air Force, and Air Force Reserve; and (2) family housing construction for the Army, Navy and Marine Corps, and Air Force.

Reduces by 6.3 percent the amount of tax reduction for taxpayers with adjusted gross incomes in excess of $1 million for calendar year 2004 resulting from enactment of the Jobs and Growth Tax Relief Reconciliation Act of 2003 and the Economic Growth and Tax Relief Reconciliation Act of 2001.
