Federal Telephone Abuse Reduction Act of 2001
Summary
Amends the Federal criminal code to authorize the Director of the Bureau of Prisons to establish, operate, and maintain commissaries in Federal penal or correctional facilities through which articles and services may be made available for the benefit of inmates.
Establishes in the Treasury the Prison Commissary Fund into which revenues from the sale of commissary articles and services shall be deposited and from which funds shall be available for commissary expenses and for any purpose that benefits the general welfare of inmates (but no inmate shall be entitled to any portion of the Fund).
Specifies that employees compensated by or through the Fund may be assigned additional duties other than those directly related to commissary activities.
Makes the Administrative Procedure Act inapplicable to any determination, decision, or order under this Act.
