To amend title 23, United States Code, to provide grant eligibility for a State that adopts a program for the impoundment of vehicles operated by persons while under the influence of alcohol.

Amends Federal highway law to revise eligibility requirements for grants to States that adopt and implement programs to reduce alcohol-related traffic safety accidents. Makes eligible for such a grant a program to impound a vehicle operated by a person arrested for operating the vehicle while under the influence of alcohol.
