2002 Supplemental Appropriations Act for Further Recovery From and Response To Terrorist Attacks on the United States

Passed in the wake of the September 11 attacks, this law provided approximately $28 billion in emergency supplemental funding to support national security, counter-terrorism efforts, and economic recovery. For everyday citizens, the act funded increased security at airports and nuclear plants, provided aid for New York City’s continued reconstruction, and bolstered the "WIC" nutrition program for low-income families. The bill also included the American Servicemembers' Protection Act, which established legal protections for U.S. military personnel against prosecution by the International Criminal Court. Additionally, it provided targeted economic relief for various sectors, including assistance for American farmers facing water shortages and emergency grants for the National Railroad Passenger Corporation (Amtrak).
