To provide for only prospective effect of certain amendments to the Federal Sentencing Guidelines relating to cocaine base sentencing.

Provides that an amendment to the sentencing guidelines promulgated by the U.S. Sentencing Commission with respect to crack cocaine offenses shall apply only to cases pending on and after the effective date of such amendment (i.e., November 1, 2007).
