To amend title 32, United States Code, to authorize the appointment of National Guard officers as commanders of units composed of both active duty military personnel and members of the National Guard in nonfederal status.

Under current regulations, these two groups are often managed under separate chains of command; this bill would streamline leadership by allowing a single National Guard officer to lead a combined "multicomponent" unit.
