Veterans' Choice of Representation Act

The Veterans' Choice of Representation Act (H.R. 4914) would allow veterans to hire and pay an attorney earlier in the process of appealing a benefits claim. Under this bill, veterans could retain legal counsel as soon as they file a Notice of Disagreement with a Department of Veterans Affairs (VA) decision, rather than waiting for a final ruling from the Board of Veterans' Appeals.

The bill also aims to protect veterans by authorizing the Secretary of Veterans Affairs to review and reduce attorney fees if they are found to be excessive or unreasonable. Additionally, it would require the VA to pay approved attorney fees directly out of any past-due benefits awarded to the veteran, streamlining the payment process for legal services.
