To amend title 10, United States Code, to authorize transportation on military aircraft on a space-available basis for veterans with a service-connected disability rated 100 percent.

Directs the Secretary of Defense to provide transportation on Department of Defense aircraft, on a space-available basis, for veterans with service-connected disabilities rated as 100 percent disabling, on the same basis that such transportation is provided to former military personnel entitled to retired or retainer pay.
