Emergency Supplemental Appropriations for Disaster Relief Act, 2004 - Makes emergency supplemental appropriations to the Department of Homeland Security for FY 2004 for disaster relief, including a transfer of such funds to the Small Business Administration to carry out its disaster loan program. Designates such amounts as an emergency requirement under the FY 2005 concurrent budget resolution.
