Permits the use of appropriated funds available for the V-22 to meet unique requirements of the Special Operations Forces.
Authorizes the President to continue to provide assistance to Russia under cooperative threat reduction programs and the Freedom Support Act under an alternative certification requirement if such assistance is vital to U.S. national security interests.
