Summary
ESRD Quality Improvement Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to require the Secretary of Health and Human Services to establish a mandatory continuous quality improvement (CQI) program and a mandatory quality assurance (QA) program under Medicare for services to individuals who have end stage renal disease (ESRD).
Requires the Secretary to conduct a coordinated QA program with the ESRD network administrative organizations (NAOs) and State survey agencies.
Requires the Secretary to establish, and appoint a Work Group to define, ESRD clinical performance measures (CPMs).
Requires NAOs to use CPMs to: (1) collect and analyze data on processes and outcomes of care; (2) coordinate CQI and QA programs; and (3) provide technical assistance for quality improvements to patient care.
Requires that ESRD providers, facilities, networks, and State survey agencies participate in CQI and QA programs.
