To amend the Help America Vote Act of 2002 to ensure the same requirements that apply to voters who register by mail also apply to voters who do not register in person with an officer or employee of a State or local government entity, and to provide for increased penalties for fraudulent registration in cases involving 10 or more violations.

H.R. 5171 would expand federal identification requirements for individuals who register to vote through third-party organizations or online platforms rather than in person at a government office. Under this bill, these voters would be required to provide specific forms of identification, such as a driver’s license number or the last four digits of their Social Security number, similar to the rules currently in place for those who register by mail. Additionally, the legislation would increase criminal penalties for voter registration fraud in instances involving 10 or more violations.
