Summary
Amends Federal law to revise, with respect to Pakistan, the President's authority to waive provisions prohibiting foreign assistance to a country whose duly elected head of government was deposed by decree or military coup, if the President additionally determines and certifies to the appropriate congressional committees that: (1) the Government of Pakistan has conducted free and fair elections for a national assembly; and (2) such government has complied with its commitments to the United States to halt, permanently and verifiably, cross-border terrorism into India.
