To extend to the Mayor of the District of Columbia the same authority with respect to the National Guard of the District of Columbia as the Governors of the several States exercise with respect to the National Guard of those States.

H.R. 5306 would transfer control of the District of Columbia National Guard from the President of the United States to the Mayor of the District of Columbia. This change would grant the Mayor the same authority over local National Guard units that governors in the 50 states currently exercise. Practically, this would allow the Mayor to deploy the National Guard directly to respond to local emergencies, natural disasters, or public safety needs without requiring federal approval.
