To provide additional security for nuclear facilities under certain circumstances.

This bill would require the Secretary of Transportation to restrict air travel around commercial nuclear power plants during periods of high security risk. Specifically, if the national threat level is raised to "Orange" (High) or "Red" (Severe), all commercial and private aircraft would be prohibited from flying below 18,000 feet within a 10-mile radius of any licensed nuclear reactor. The legislation is designed to enhance the physical security of nuclear facilities by creating a temporary no-fly zone during times of heightened domestic or international tension.
