Summary
Franked Mail Savings Act of 2001 - Amends Federal postal law relating to franked mail to: (1) identify mass mailings as mailings of 250 (currently 500) pieces or more; and (2) prohibit a Member of the House of Representatives who is a candidate for reelection to mail a mass mailing postmarked fewer than 180 (currently 90) days before the date of the primary election involved.
Amends the Legislative Branch Appropriations Act, 1997 to require publication in the Congressional Record of the amount expended from the Members Representational Allowance of each Member of the House for mass mailings during the previous quarter.
