To support the public educational programs of the Army Aviation Heritage Foundation by amending title 10 of the United States Code to elevate the status of the Army Aviation Heritage Foundation to receive surplus military property.

Makes the Army Aviation Heritage Foundation (a nonprofit organization incorporated in Georgia) eligible to receive surplus military documents, historical artifacts, and condemned or obsolete material.

Designates the Foundation as a service educational activity for purposes of the Department of Defense personal property donation program. Requires the Secretary of Defense to enter into a formal donation agreement with the Foundation.
