To authorize the Secretary of the Army to carry out a program for ecosystem restoration in Appalachia and the Northeast Region.

Authorizes the Secretary of the Army to carry out in the Appalachian region, New England, and the mid-Atlantic States from New York to Virginia ecosystem restoration and protection projects that the Secretary determines will improve the quality of the environment, are in the public interest, and are cost-effective. Sets forth cost sharing requirements and cost limitations.
