End Government Shutdowns Act
Summary
The End Government Shutdowns Act would establish an automatic continuing resolution to prevent government shutdowns when Congress fails to pass regular appropriations bills before a fiscal year begins. If enacted, the bill would provide temporary funding for federal programs at 99% of the previous year's spending level for an initial 30-day period. After that first month, the funding level would decrease by an additional 1% for each subsequent 30-day period until Congress passes the required appropriations legislation.
For everyday citizens, this bill could mean more stable government operations and fewer disruptions to federal services during budget disputes. Instead of sudden shutdowns that halt government functions and furlough federal employees, agencies would continue operating at slightly reduced funding levels. However, the gradual spending reductions could eventually impact service quality if appropriations bills remain unpassed for extended periods. The bill is currently in committee and has not yet been voted on by the full House.
