To direct the Secretary of Commerce to establish and appoint the members of a Marine Protected Areas Advisory Committee in accordance with a Department of Commerce document.

Requires the Secretary of Commerce to establish and appoint the members of a Marine Protected Areas Advisory Committee in accordance with the Department of Commerce MPA Advisory Committee Supplement 1 Charter of the MPA Federal Advisory Committee, December 18, 2000.
