To authorize the Secretary of the Interior to participate in the Yuma East Wetlands Project in the vicinity of Yuma, Arizona.

Directs the Secretary of the Interior, acting through the Commissioner of Reclamation and subject to specified cost-sharing requirements, to provide financial assistance and otherwise participate in the planning, design, and construction of the Yuma East Wetlands Project along the Colorado River in the vicinity of Yuma, Arizona. Lists as project purposes: (1) restoration of wetlands and riparian habitat; (2) revegetation of riparian areas; and (3) providing river access and opportunities for recreation and environmental education.

Prohibits the use of Federal funds to pay operation and maintenance costs associated with the Project, except those directly attributable to the responsibilities of the Secretary for long-term environmental restoration on the Colorado River.
