Federal Emergency Management Continuity Act of 2025
Summary
The Federal Emergency Management Continuity Act of 2025 would require FEMA to keep using disaster relief funds from the Disaster Relief Fund during a lapse in appropriations, commonly known as a government shutdown. These funds, which were appropriated before the shutdown occurred, could continue to be used for disaster relief, emergency assistance, recovery programs, and other activities necessary to protect life and property. This would ensure that ongoing disaster response and recovery efforts are not interrupted when Congress fails to pass a budget.
The bill would also designate certain FEMA employees as excepted employees, meaning they would be required to work during a shutdown without pay until appropriations are restored. These employees would be protected from furloughs or layoffs due to the lapse in appropriations. If enacted, this legislation would help maintain continuity of critical disaster relief operations during periods when the federal government lacks current funding authority.
