Energy Basic and Applied Sciences Act of 2005 - Directs the Secretary of Energy to conduct programs of research, development, demonstration, and commercial application (R&D) in high energy physics and nuclear physics, biological and environmental research, basic energy sciences, advanced scientific and computing research, and fusion energy sciences.
Sets a deadline for construction of a Rare Isotope Accelerator.
Directs the Secretary to establish an R&D program in: (1) genetics, protein science, and computational biology; (2) catalysis science; and (3) advanced scientific computing research.
Instructs the Secretary to plan to implement U.S. policy for a fusion energy sciences program.
Authorizes the Secretary to establish a Science and Technology Scholarship Program.
Requires the Secretary to establish advisory committees to advise the Department's applied programs in: (1) energy efficiency; (2) renewable energy; (3) nuclear energy; and (4) fossil energy.
Directs the Secretary to establish an R&D program in: (1) vehicles, buildings, and industrial processes; (2) renewable energy research; (3) civilian nuclear energy research; (4) fuel recycling technology; (5) fossil energy production, upgrading, conversion, and consumption; (6) oil and gas research; (7) fuel cells; and (8) ultra-deepwater and unconventional natural gas.
