Modular Housing Production Act
Summary
H.R. 6269 would direct the Department of Housing and Urban Development to examine federal housing financing programs, specifically those run by the Federal Housing Administration, to identify obstacles that prevent modular home developers from using these programs effectively. Modular homes are factory-built houses constructed in sections that are transported to a site, assembled on foundations, and completed. The bill would require HUD to publish a report within one year describing any barriers found and recommending changes to reduce or eliminate them. Following the report, HUD would initiate a rulemaking process to examine alternative payment schedules for construction loans provided to modular and manufactured home developers, allowing for public comment. Additionally, the bill would authorize HUD to fund a study on developing a standardized coding system for modular homes to improve design, construction, and innovation. If enacted, these measures could potentially make it easier and more affordable for developers to build modular homes using federal financing programs, which could help increase housing supply and provide more affordable housing options for consumers.
