Promoting a Safe Internet for Minors Act
Summary
H.R. 6289 would amend the Children's Online Privacy Protection Act to strengthen online safety for minors under age 17. The bill would direct the Federal Trade Commission to conduct a nationwide public awareness and education campaign focused on protecting children from online harms. The campaign would work with law enforcement, medical professionals, nonprofits, schools, and industry to promote best practices for educators, parents, platforms, and minors, and to share information about emerging online risks and benefits. The bill addresses specific dangers including cybercrime, access to illegal drugs and narcotics, tobacco products, gambling, alcohol, adult content, and compulsive online behavior that harms physical and mental health. It would also facilitate access to online safety education and parental control tools. The FTC would be required to submit annual reports to Congress for 10 years describing the campaign's activities, ensuring ongoing congressional oversight and allowing for data-driven adjustments as online threats evolve. The bill is currently under committee consideration and has not yet been voted on by the full House.
