It requires colleges and universities to implement programs to prevent gambling addiction and illegal betting among students and staff, making federal funding for these institutions contingent on their compliance. Additionally, student-athletes found to have participated in illegal gambling or sports bribery would lose their eligibility for athletic scholarships and financial aid.
