To provide for the Secretary of Veterans Affairs to conduct a pilot program to determine the effectiveness of contracting for the use of private memory care facilities for veterans with Alzheimer's Disease.

H.R. 650 would have directed the Department of Veterans Affairs (VA) to establish a two-year pilot program to test the effectiveness of using private memory care facilities for veterans with Alzheimer’s disease. Under this program, five selected VA medical centers would have been authorized to contract with private providers as an alternative to traditional inpatient or home health care services. The goal of the legislation was to determine if private-sector partnerships could provide more effective specialized care for veterans suffering from cognitive decline.
