Preserving Integrity in Immigration Benefits Act
Summary
H.R. 6978 would direct U.S. Citizenship and Immigration Services (USCIS) to conduct a comprehensive review of all immigration benefit requests approved since January 20, 2021, for nationals from 40 countries identified in a presidential proclamation related to national security. The review would cover a wide range of immigration benefits including employment authorization documents, asylum applications, visa petitions, and naturalization applications. USCIS would examine whether these approved requests were properly processed and whether applicable standards were correctly applied.
Under the bill, the USCIS Director would be required to brief Congress and publish a public report by September 15, 2026, detailing the findings from this review. The Congressional Budget Office estimates the bill would cost less than $500,000 to implement over the next decade, primarily for producing the required report. The bill has already passed the House Judiciary Committee and is awaiting further action in Congress.
