VA Bonus and Relocation Recovery Act

The VA Bonus and Relocation Recovery Act would clarify and expand the Department of Veterans Affairs' authority to recoup bonuses, awards, and relocation expenses paid to employees. Currently, the VA can recover these payments from current employees when misconduct or poor performance occurred before the payment was made, but this authority does not clearly extend to former employees who have already left the agency. This bill would close that gap by explicitly allowing the VA to pursue recovery from former employees under the same circumstances.

Under the bill, the VA would be authorized to recoup bonuses, awards, and relocation expenses from former employees if it is determined that misconduct or poor performance occurred before payment and the payment would not have been made had that misconduct or poor performance been known at the time. Proponents argue this would prevent improper payments from going unrecovered simply because an employee departed the agency before the misconduct or poor performance was discovered, thereby protecting taxpayer funds and ensuring accountability.
