First Responder Network Authority Reauthorization Act of 2026
Summary
This bill would reauthorize the First Responder Network Authority (FirstNet), a dedicated broadband network that enables police, fire, and emergency medical personnel to communicate during emergencies and disasters. FirstNet was created following the September 11, 2001 attacks to address critical communications failures experienced by first responders. Without this legislation, the authority would expire in February 2027. If enacted, the bill would extend FirstNet's authorization through September 2037, ensuring continued operation and funding for this emergency communications infrastructure.
The bill also makes significant changes to how FirstNet is governed and overseen. It would place FirstNet under greater oversight by the National Telecommunications and Information Administration (NTIA) rather than operating as an independent authority, and would require NTIA approval for most major actions taken by FirstNet. The bill also requires the FirstNet Authority board to include at least five members with public safety experience and establishes an Associate Administrator position to lead the organization's staff. Additionally, the bill strengthens reporting requirements to Congress and includes provisions for business continuity planning and outage notifications.
