ELO Realignment and Strategic Engagement Reform Act of 2026
Summary
H.R. 7574 would reorganize and realign the Engagement, Liaison, and Outreach (ELO) Office within the Department of Homeland Security. If enacted, the bill would require the Secretary of Homeland Security to submit a comprehensive reorganization plan within 120 days that identifies redundant positions, programs, or functions and realigns essential functions within the Office of Intelligence and Analysis. The bill would also prevent the creation of new offices that duplicate the mission of the ELO Office or related departments without congressional authorization.
The bill is currently referred to the House Committee on Homeland Security and has not yet been voted on. The reorganization would primarily affect how DHS coordinates with federal, state, local, tribal, and territorial law enforcement agencies. For everyday citizens, this would likely have minimal direct impact, though it could affect how efficiently DHS communicates with local law enforcement and emergency responders in their communities.
