Transatlantic Academic Security and Risk Mitigation Act
Summary
If enacted, this bill would require the Under Secretary of State for Political Affairs to develop and submit a comprehensive strategy to Congress within 180 days. The strategy would focus on identifying and assessing relationships between European universities and research institutions and certain Chinese government-linked entities that could pose risks to U.S. foreign policy interests.
The strategy would include details about the activities, scale, and scope of these concerning entities in Europe, broken down by country. It would also provide recommendations for how the U.S. government should diplomatically engage with European governments and institutions to mitigate these risks. The State Department would assess which European academic and research institutions maintain academic, financial, research, or data-sharing relationships with covered Chinese entities of concern.
The bill has passed committee review and is eligible for a floor vote in the House. If approved by both chambers and signed by the President, it would establish a formal U.S. government framework for monitoring and addressing potential security concerns related to international academic and research collaborations between Europe and China.
