NOAA Global Ocean Monitoring and Observing Research Act
Summary
H.R. 7896 would create a new Global Ocean Monitoring and Observing (GOMO) research program within the National Oceanic and Atmospheric Administration (NOAA). The program would focus on collecting and analyzing ocean data to improve forecasting for hurricanes and other extreme weather events, support research into advanced ocean observation technologies, and enhance access to ocean data for researchers and the public.
The bill would authorize NOAA to develop improved ocean monitoring systems, including autonomous observing equipment to fill gaps in ocean coverage. It would also promote the use of artificial intelligence and cloud technologies to better utilize ocean data. The program would coordinate with other federal agencies, state and local governments, academic institutions, and international ocean science organizations to strengthen America's ocean observing capabilities.
If enacted, the bill could help improve severe weather predictions and forecasting accuracy, which would benefit communities vulnerable to hurricanes and other extreme weather. The legislation is bipartisan, sponsored by Representatives Gabe Amo (D-RI) and Scott Franklin (R-FL), and is currently under consideration by the House Committee on Science, Space, and Technology.
